From 2018 to 2019, the wallpaper base market in Russia expanded by over 4,600 tonnes to 28 932 tonnes. This increase was supported by domestic producers launching new collections and broadening their assortments, coupled with growing consumer preference for eco-friendly and designer solutions. The market then contracted to 25 442 tonnes in 2020 as the COVID-19 pandemic forced production stoppages and dampened demand due to lockdown measures.

A recovery followed in 2021, lifting the market volume to 27 619 tonnes as pandemic restrictions eased and interest in innovative materials continued. However, 2022 brought a sharp decline to 26 086 tonnes after international sanctions disrupted supply chains and key Western component suppliers for vinyl wallpaper exited the Russian market. By 2023 and 2024, the market stabilized around 25 000 tonnes, with a minor drop of less than 2% reflecting adjustment and increased reliance on domestic production.

Russia's wallpaper base production declined for the second consecutive year. In 2021, production reached 35 184 tonnes, marking a slight decrease of 1.9% compared to the previous year. Looking at the period from 2018 to 2021, production fell by 6.5%, which translates to an average annual decline of 2.2%. The peak production was recorded in 2019 at 37 821 tonnes. The most significant drop occurred in 2020 with a 5.2% decrease, while the largest increase was seen in 2019 at 0.5%.

In 2021, Russia's exports of wallpaper base amounted to 11 205 tonnes, showing a sharp decline of 25.3% compared to the previous year. Over the period from 2018 to 2021, exports decreased by 36.8%, averaging an annual drop of 14.2%. The largest increase was recorded in 2020 at 12.9%.

From 2018 to 2021, Belarus and Ukraine accounted for 91.7% of Russia's total wallpaper base exports in volume terms. The remaining share was distributed among other destinations, each contributing relatively small amounts.

In 2021, the value of Russia's wallpaper base exports totaled 12 678 thousand US dollars, representing a decrease of 6.6% from the previous year. Between 2018 and 2021, export value fell by 23.5%, with an average annual decline of 8.5%. The largest drop occurred in 2019 at 19.3%, while the largest increase was in 2020 at 1.5%.

During 2018–2021, Belarus and Ukraine were the dominant buyers of Russian wallpaper base in value terms, together accounting for 89.8% of total exports. Other destinations each held relatively minor shares.

In 2021, Russia's imports of wallpaper base stood at 3 551 tonnes, indicating a significant decrease of 22.6% compared to the previous year. From 2018 to 2021, imports declined by 20%, averaging an annual reduction of 7.2%. The highest import volume was recorded in 2020 at 4 588 tonnes, with the largest increase also occurring that year at 9.9%.
