Earlier Report Observations

From 2018 to 2021, the domestic market for palm oil and fractions in Indonesia expanded from 12.7 million tons to 24.1 million tons. The sharp increase in 2019, when market volume jumped by nearly 50% to 18.9 million tons, occurred without major reported policy shifts. After a flat 2020, growth resumed in 2021, reaching 24.1 million tons. This surge was supported by rising demand from the food, oleochemical, and cosmetics industries, as well as the mandatory B30 biodiesel program, which boosted consumption. Additionally, the industry operated at only about 50% of its total installed capacity, allowing production to scale up quickly to meet higher demand.

In 2022, market volume contracted by 9% to 21.8 million tons. The decline followed the government's export ban on palm oil and fractions imposed in April 2022, aimed at securing domestic cooking oil supply. The ban, together with the Domestic Market Obligation (DMO) and Domestic Price Obligation (DPO) schemes, disrupted supply chains and created shortages, ultimately reducing overall market availability. In 2023, the market shrank slightly further to 21.0 million tons as authorities rolled out new regulations, including Trade Minister Regulation No. 18 of 2024, and assigned state-owned enterprises to distribute bulk cooking oil at controlled prices, which helped stabilize production but kept volumes below the 2021 peak.

Indonesia's export volume of palm oil and fractions declined for the second year in a row. In 2021, exports totaled 25 624 K t, showing a slight decrease of 1.2% from the previous year.
