From 2018 to 2020, paddy rice production in Papua New Guinea remained steady at around 860 thousand tonnes annually. This stability was supported by ongoing efforts to expand rice cultivation, including training programs for thousands of farmers and initiatives like Trukai Industries' Smart Farmer program, which professionalized farming techniques. Import volumes peaked in 2020 to meet sustained consumer demand for rice as a staple food.
Beginning in 2021, production increased slightly as the government and private sector focused on commercializing rice farming. Discussions around large-scale joint ventures, such as the proposed Rigo Rice Farm with Wilmar International, signaled new investment in domestic capacity. The establishment of the National Rice and Grain Board in 2022 reinforced this policy shift towards import substitution, leading to a sharp decline in rice imports from 40.1 thousand tonnes in 2020 to just 0.5 thousand tonnes in 2023. Domestic production remained robust, nearing 880 thousand tonnes by 2023, supported by continuous training and research partnerships.
