Earlier Report Observations

Cuban paddy rice production reached 460.9 thousand tons in 2018 under significant state control and participation from state-owned companies. Output then began a sustained decline, influenced by rising international rice prices that increased import costs and government measures to control sales in freely convertible currency, which disrupted rice commercialization.

The drop accelerated after the Tarea Ordenamiento reform in 2021, which triggered inflation and devaluation, making agricultural inputs more expensive. A chronic crisis in fuel and other critical supplies, compounded by the 2022 Food Security Law that had limited effect, led to further contraction, with production falling to 143.8 thousand tons in 2022.

By 2023, production collapsed to 58.8 thousand tons due to acute input and fuel shortages, along with structural sectoral problems. The government responded with maximum price caps on domestic rice and increased imports, while the private sector became the main producer. By 2024, production was estimated at around 80 thousand tons, with planted area halved from 2018 levels and extremely low yields.

Cuba's paddy rice production has fallen for the second year in a row. In 2020, the country produced 266.6 thousand tonnes, marking a sharp 32.0% drop compared to the previous year. Looking at the period from 2017 to 2020, production decreased by 34.1% overall, which translates to an average annual decline of 13.0%. The highest production level was recorded in 2018 at 460.9 thousand tonnes, which also saw the largest year-on-year increase of 13.9%.
