The market volume for paddy rice in Côte d'Ivoire stood at 2 007 тыс. т in 2018. It then experienced a decline over the next two years, falling to 1 884 тыс. т in 2019 and further to 1 481 тыс. т in 2020. In 2020, the government launched a National Strategy for Rice Development 2020-2030, aimed at boosting local production and industrial processing capacity, though its positive impact on total output materialized in subsequent years.

A recovery began in 2021, with the market expanding to 1 659 тыс. т. This growth continued, reaching 1 704 тыс. т in 2022 and 2 012 тыс. т in 2023. The increase was supported by the ongoing implementation of the national strategy, including the commissioning of 18 out of 30 planned paddy rice processing units and the allocation of nearly 850 000 hectares of farmland to private operators to expand the production base. The government also entrusted 10 industrial processing units to private operators in 2022 to strengthen the industrial fabric.

Building on this momentum, the authorities organized a roundtable in 2024 to mobilize 1.3 billion dollars for the sector under the new National Rice Sector Development Strategy (SNDR 2) 2024-2030, targeting a significant increase in local paddy production to reduce import dependency.
