Madagascar's paddy rice market volume expanded from 4.0 million t in 2018 to over 5.1 million t in 2023, after a slight contraction to 3.9 million t in 2019. Growth resumed strongly from 2020, reflecting the country's sustained drive to increase domestic rice output.

The rise was supported by concrete measures and favorable conditions. In 2021, production reached 4.57 million t, aligning with national self-sufficiency targets. Improved yields, reported at around 9%, lifted output in 2022. By 2023, production exceeded 5 million t, aided by good harvests and the launch of a state procurement program: the State Procurement of Madagascar (SPM) began direct purchases at a guaranteed floor price in pilot regions, stimulating farmer participation. Entering 2024, the government implemented the National Rice Development Strategy III, partnered with South Korea on productivity, launched the RIZ PLUS project, and issued price regulations—all focused on enhancing production capacity and reducing reliance on imports.
