Earlier Report Observations

The orange market in Libya expanded from 51.9 thousand tons in 2018 to 55.0 thousand tons in 2020, with domestic production rising gradually to 53.4 thousand tons. This period was marked by increased cultural focus on oranges, highlighted by the first orange tree festival in Warshafana, while the Ministry of Agriculture’s implementation of agricultural policies supported local output.

Imports surged to 5.5 thousand tons in 2021, driving the total market to a peak of 58.5 thousand tons. From 2022 onward, state interventions to rationalize spending and halt unnecessary imports sharply reduced inbound shipments, pulling the market size down to 52.3 thousand tons by 2023. The market’s structure during this phase was also influenced by the dominant role of illegal migrant traders from Egypt and Sudan in fruit distribution.

In 2024, the Central Bank of Libya tightened restrictions on letters of credit and foreign-currency purchases, continuing to constrain orange imports. An investment package launched in the Libyan stock market aimed to spur economic development, potentially benefiting agriculture, while a protocol with Egypt to hold product exhibitions could affect future trade flows.
