Earlier Report Observations

The market for oil seeds and oleaginous fruits in Togo expanded from 29 546 t in 2018 to 31 282 t in 2020. This growth was supported by the government's National Development Plan 2018-2022, which made agro-processing a strategic priority, and the launch of the 2018-2019 soybean campaign backed by German cooperation. The entry of new processor Agrokom, which transformed oil seeds into animal feed and edible oil, increased domestic capacity. In 2020, the government's first public purchase program for soybean, targeting 150 000 t, and Togo's emergence as the world's top exporter of organic soybeans to the EU, redirected production toward exports while sustaining market volume.

Market volume fell sharply to 20 320 t in 2021, driven by a steep drop in imports, even as domestic soybean production exceeded 200 000 t following an enlarged campaign targeting 250 000 t. The continued government support for certified seeds and organic export promotion in 2022, coupled with additional funding for processors Agrokom and JCAT, helped stabilize the market. By 2023, volume recovered to 22 746 t, aided by the presidential reaffirmation of agriculture as an economic pillar and the rollout of the Food System Resilience Program providing inputs to thousands of producers.
