A period of relative stability around 115 000–119 000 tons ended abruptly in 2021 when the market volume dropped by 29% to 82 000 tons, followed by further declines in 2022 and 2023.

Market value showed a different pattern, reaching $433 million in 2020 on higher prices before falling to $302 million in 2023.

In 2019, Northern Europe produced 84 735 tonnes of not defatted cocoa paste, marking the lowest output in recent years with a 9.9% decline. Production rebounded in 2020, reaching 96 252 tonnes—a 13.6% increase from the previous year. Over the 2017-2020 period, production grew by 10.9%, translating to an average annual growth rate of 3.5%.

From 2017 to 2020, Russia, Belgium, and Belarus were the leading destinations for not defatted cocoa paste exports from Northern Europe in volume terms. Russia accounted for 52.9% of exports, Belgium for 12.6%, and Belarus for 9.4%, together representing 74.9% of total export flows.

Imports then fell by 8.2% in 2019 and continued to decline in 2020, totalling 37 819 tonnes—a 3.7% drop year-on-year. Over the 2017-2020 period, imports decreased by 10.8%, averaging a 3.7% annual decline.

From 2017 to 2020, Côte d'Ivoire, the Netherlands, and Ghana were the main sources of not defatted cocoa paste imports into Northern Europe in volume terms. Côte d'Ivoire contributed 26.6%, the Netherlands 20.7%, and Ghana 17.9%, together accounting for 65.3% of total import flows.
