From 2018 to 2020, the market for not carded or combed cotton in Angola remained stable at approximately 4 520 t, sustained by consistent domestic production of 4 500 t and modest imports. During this period, the country relied heavily on cotton imports due to the absence of local cultivation. The government announced a self-sufficiency policy, and the Textang II project, aimed at rehabilitating a major textile factory, advanced with state support. By 2020, the rehabilitation of Textang II was completed after six years and a cost of $235 million, yet the facility remained dependent on imported cotton.

The market volume rose to 4 792 t in 2021, primarily driven by a surge in imports to 292 t. This increase was linked to the operational start of the rehabilitated Textang II factory, which required raw material inputs. Imports stayed high at 289 t in 2022, keeping the market volume at 4 784 t. Concurrently, statements from the Board of Administration of IEP highlighted the need for local cotton production to enhance competitiveness, while industry interviews pointed to a lack of technology and logistics infrastructure as persistent constraints.

In 2023, the market volume declined to 4 618 t as imports fell to 118 t. Discussions continued around large-scale cotton production plans, including the Quizenga Agro-Industrial Hub and the Textang II project, which targeted operational start by 2025 to achieve self-sufficiency. However, the absence of effective incentive policies meant that rehabilitated factories continued to depend on imported cotton, and domestic cultivation was not yet operational.
