From 2018 to 2020, Armenia's non-coniferous wood fuel market remained stable at an annual volume of 1.5 million cubic meters. During this period, demand was consistently high in rural areas where households relied on wood for heating and cooking, particularly as prices for gas and electricity rose. The COVID-19 pandemic in 2020 further increased demand as people spent more time at home, seeking affordable heating options. At the same time, illegal logging and poor forest management continued to pose challenges for sustainable supply, though state authorities began taking steps to improve control over forest resources.

The market experienced a sharp decline in 2021, falling to 725 thousand cubic meters, and remained at this reduced level through 2023. This drop was primarily driven by the development of new forest legislation and policies aimed at enhancing conservation and sustainable use, which tightened control over logging and reduced supply. Concurrently, energy-saving campaigns and a gradual shift in rural areas towards more efficient and cleaner energy sources began to dampen demand. The trend was reinforced in 2022 with the adoption of a national energy efficiency and renewable energy program for 2022–2030, which included measures to improve wood-use efficiency and protect forests, solidifying the market's new, lower equilibrium.
