Earlier Report Observations

Production of non-coniferous roundwood began the period at a high level of 97.2 million m³ in 2018, a year when Russia's overall timber harvest reached a record volume. Output then declined to 92.6 million m³ in 2019, influenced by a surplus of raw material and operational difficulties in winter logging that reduced timber harvesting activity. This downward movement continued into 2020, with production falling further to 90.8 million m³.

The market rebounded in 2021 as production recovered to 97.1 million m³. This increase was supported by growing domestic wood processing, including rising output of hardwood lumber and plywood, which bolstered demand for roundwood. A pivotal change occurred in 2022 with the introduction of a ban on exports of unprocessed timber, which caused roundwood exports to plummet by 70% compared to the previous year. This policy, designed to promote deep processing within the country, helped expand the domestic market size to 91.4 million m³ in 2022 despite a slight dip in production to 94.8 million m³.

In 2023, both production and market volume contracted, falling to 88.4 million m³ and 86.3 million m³ respectively. This decline coincided with a reported drop in sawmill capacity utilization to 71-73%, signaling weaker demand for sawn wood. The ongoing export ban on unprocessed timber continues to steer the market toward greater domestic processing and a search for new export avenues for higher-value forest products.
