Earlier Report Observations

Cuba's molasses market volume grew to 518 thousand tons in 2019 from 395 thousand tons in 2018, then saw a minor correction to 512 thousand tons in 2020.

A sustained decline began in 2021, with volume dropping to 384 thousand tons. The downturn deepened in 2022 and 2023, falling to 301 thousand tons and 239 thousand tons, respectively. This was driven by a severe crisis in the sugar industry, including the closure of sugar mills, acute shortages of inputs and fuel, and an overarching energy crisis. The sector's reorganization, marked by the replacement of the Sugar Ministry with a state agro-industrial group in 2023, occurred alongside historically low sugarcane harvests that curtailed molasses output. During this period, new private micro and small enterprises (MIPYMES) entered the market following Decree-Law 46/2021, adding new actors to the agro-industrial landscape.

Factors pointing to continued strain in 2024 included only 11 of 22 sugar mills being operational for the harvest and a government-mandated increase in the sugarcane purchase price aimed at reviving production.
