The market for milled rice and broken rice in Senegal expanded from 2.1 million tonnes in 2018 to 2.9 million tonnes by 2023, despite a temporary contraction in 2019. This overall growth was underpinned by a sustained increase in domestic production, which more than doubled over the period. This surge in output was directly supported by the Rice Value Chain Development Project (PDCVR), initiated to reduce import dependency, and a concurrent modernization of the sector through the distribution of motorized equipment like tractors and harvesters starting in 2020.

Government policy interventions significantly shaped the market environment. The enactment of the Consumer Protection Law in 2021 and the subsequent establishment of a price ceiling for ordinary broken rice aimed to stabilize retail costs and protect purchasing power. Furthermore, a sharp approximately 30% decline in international rice prices from late 2022 onward made imported rice more affordable, contributing to a rise in import volumes and supporting overall market growth during that period.

By 2023, the market volume stabilized near 2.9 million tonnes. The consistent focus on enhancing local production capacity through the PDCVR and equipment provisioning, coupled with regulatory measures to manage prices, has been central to the market's development in recent years.

After a two-year uptick, milled rice and broken rice exports from Senegal declined. In 2020, exports amounted to 60 thousand tonnes, indicating a dramatic 54.0% year-over-year loss. The highest export volume was recorded in 2019 at 130 thousand tonnes, while the largest increase occurred in 2018 with a 34.5% rise.
