Earlier Report Observations

The launch of the AgriFARM project and a five-year rice value chain development initiative in 2018, targeting tens of thousands of family farms, modernized the sector and boosted domestic production of milled and broken rice to 952 thousand tons in 2019. This increase in local output reduced imports by 36% to 462 thousand tons the same year. However, production fell to 660 thousand tons in 2020, leading to a rise in imports to 641 thousand tons to meet consumption needs.

Production continued to decline to 624 thousand tons in 2021, prompting a sharp increase in imports to 939 thousand tons. The following year, a mid-term review of the AgriFARM project and adjusted interventions helped recovery, with production rising to 682 thousand tons and imports decreasing to 845 thousand tons.

In 2023, the government signed a memorandum with the Chamber of Commerce to ensure rice supply and price stability, and received 1 000 agricultural machines to reduce post-harvest losses, supporting production growth to 705 thousand tons. For 2024, tax exemptions on rice remain in place, and funding is allocated for rehabilitating processing centers, though imports have increased to 1 064 thousand tons.
