Between 2018 and 2023, the Iranian market for not concentrated, not sweetened milk and cream expanded overall, with volume rising from 11.7 million tonnes to 13.2 million tonnes. This growth was not linear, however. After a stable 2019, production and market size surged by over 10% in 2020, followed by another 5% increase in 2021. A significant contraction of nearly 9% occurred in 2022, before the market recovered by roughly 5.5% in 2023.

The market operated within a regulated framework aimed at managing seasonality and spoilage, with a price support program in place to protect both producers and consumers. In later years, pricing mechanisms drew attention, as the Pricing Council set a new price for raw milk in 2023 that was viewed as disconnected from market realities. Subsequently, for 2024, a guaranteed raw milk price was announced with adjustments based on fat content, accompanied by a 27% price increase and new executive instructions for supply and distribution contracts.

Iran was among the world's leading producers of milk and cream from 2017 to 2020, ranking 14th globally by production volume.

In 2020, Iran produced 13 040 K t of milk and cream, representing a strong 10.6% increase compared to the previous year. Over the 2017-2020 period, production grew by 8.9%, with a compound annual growth rate of 2.9%. The lowest production level was recorded in 2018 at 11 788 K t, which also saw the largest decline of 1.6%.

Exports milk and cream from Iran

Milk and cream exports from Iran increased for the third consecutive year. In 2020, exports reached 129.8 K t, marking a moderate 7.5% rise compared to 2019. Between 2017 and 2020, exports grew by 57.2%, equivalent to an annualized rate of 16.3%.

From 2017 to 2020, Iraq and Afghanistan served as the primary markets for Iran's milk and cream exports, jointly accounting for 82.5% of total export volumes. Other destinations held comparatively smaller shares.

Exports in value, M $ US

Iran's milk and cream export value declined for the second consecutive year. In 2020, exports amounted to 102.7 M $ US, down 29.7% from 2019. Between 2017 and 2020, export value decreased by 44.5%, equivalent to an annualized decline of 17.8%. The peak value was recorded in 2018 at 190.0 M $ US, which also saw the largest increase of 2.6%.

During the 2017-2020 period, Iraq and Afghanistan dominated Iran's milk and cream exports in value terms, together representing 84.6% of total export value. The remaining share was distributed among other countries.
