From 2018 to 2020, Iran's market for concentrated sweetened milk and cream expanded from 205 t to 375 t. This growth was aided by increased imports of liquid milk, which improved raw material availability for processors. Concurrently, evolving export policies for dairy products, under discussion since 2018, temporarily reduced exports of the concentrated product, boosting domestic supply. In 2020, despite the abolition of the export ban on milk powder and a rise in the domestic raw milk price to 2,400 tomans per kg, the market continued to grow.

The trend reversed in 2021 when the government set the official raw milk price at 23,970 tomans per kg, a nearly tenfold increase from the previous year. This sharp cost surge made production more expensive and, combined with favorable export conditions, encouraged producers to redirect volumes abroad. Consequently, the domestic market contracted to 261 t in 2021 and further to 236 t in 2022, as raw milk prices kept rising and market regulation policies aimed at controlling the dairy sector remained in place.

By 2023, the market stabilized at 236 t. For the first time in the period, substantial imports of over 460 t entered the country, while exports surged to 609 t, resulting in a balanced domestic volume.

Iran's production of concentrated sweetened milk and cream grew for the second year in a row. In 2020, the country produced 376.4 tonnes, marking a 10.4% increase from 2019.

Iran's exports of concentrated sweetened milk and cream fell sharply in 2020, totaling 1.3 tonnes—an 83.9% drop compared to 2019. Over the 2017-2020 period, exports plummeted by 99.8%, with an annual decline rate of 88.5%.

From 2017 to 2020, Iraq and Afghanistan were the primary buyers of Iran's concentrated sweetened milk and cream, together accounting for 90.8% of total export volume. The remaining share was spread thinly across other countries.
