This trend was sharply reversed in 2020 when the market contracted by 10% to 7.0 million tonnes, a downturn primarily driven by the global COVID-19 pandemic which disrupted supply chains and altered demand patterns.

Following the pandemic shock, the market entered a phase of stabilization from 2021 to 2023. Volumes remained consistently around 7.1 million tonnes, with year-on-year changes of less than 1.5%, indicating a return to steady demand and supply conditions in the post-pandemic period.

In 2020, ASEAN produced 6,822 thousand tonnes of milk and cream, which marked an 8.6% decrease compared to the previous year. Looking at the period from 2017 to 2020, production declined by 10.8%, translating to an average annual decrease of 3.7%. The most significant growth occurred in 2019, with a 3.0% increase.

Exports milk and cream from ASEAN

The market showed an unstable trend over the analyzed period. Export volumes reached their lowest point in 2019 and peaked in 2020, with the peak being 46 times higher than the trough. In 2020, ASEAN exported 169.3 thousand tonnes of milk and cream, representing a dramatic increase of 4,485.7% compared to 2019. The minimum export volume was recorded in 2019 at 3.7 thousand tonnes, while the largest decline occurred in 2018 with a 77.9% drop.

From 2017 to 2020, ASEAN's milk and cream exports in kind were distributed across numerous countries. Hong Kong accounted for 8.1% of these exports, Timor-Leste for 1.3%, and Australia for 0.9%, collectively making up just 10.2% of the total export flows.

The market exhibited an unstable trend throughout the timeframe. The lowest export value was recorded in 2019, while the highest occurred in 2020, with the peak being 6.1 times greater than the trough. In 2020, milk and cream deliveries from ASEAN reached 152.4 million US dollars, which is 508.3% higher than the previous year. The minimum value was 25.1 million US dollars in 2019, and the largest decline was also in 2019 at 61.8%.

During 2017–2020, Hong Kong led the structure of exports in value terms with 6.9%, followed by Timor-Leste at 3.1% and Australia at 1.4%. Together, these three countries accounted for 11.4% of the total export flows.

Imports milk and cream to ASEAN

Cross-border shipments of milk and cream to ASEAN increased for the second consecutive year. In 2020, ASEAN imported a total of 395.6 thousand tonnes of milk and cream, which was an 8.7% uptick compared to the previous year. Over the period from 2017 to 2020, imports grew by 40.7%, equating to an average annual increase of 12.1%. The minimum import volume was recorded in 2018 at 257.6 thousand tonnes, with the largest decline that year at 8.4%. The most significant increase occurred in 2019, with a 41.3% rise.

Throughout 2017–2020, Australia, New Zealand, and Germany were the key partners for ASEAN's milk and cream imports in kind. Australia accounted for 32.9% of imports, New Zealand for 19.0%, and Germany for 8.9%, together representing 60.9% of the total import flows.

Milk and cream shipments to ASEAN from abroad increased for the third consecutive year. In 2020, ASEAN imported approximately 380.9 million US dollars of milk and cream, representing an 8.2% advance compared to the previous year. Between 2017 and 2020, imports increased by 28.8%, which translates to an average annual growth rate of 8.8%.

From 2017 to 2020, Australia led the structure of imports in value terms with 25.6%, followed by New Zealand at 23.1% and France at 8.2%. Collectively, these three countries accounted for 56.9% of the total import flows.
