Earlier Report Observations

From 2018 to 2024, the German market for manufactured tobacco and substitutes contracted significantly, with volume falling from 29 177 tonnes to 15 211 tonnes. The most pronounced drop occurred in 2019, when market size nearly halved to 16 622 tonnes. A temporary recovery in 2020 brought volume back to 25 744 tonnes, but the downward trend resumed, reaching a low of 15 211 tonnes in 2024. This overall decline took place alongside a sharp rise in domestic production and steadily growing exports, indicating a structural shift toward serving international markets as local consumption diminished.

In 2024, specific regulatory and tax-related factors affected market dynamics. The abolition of the 25-gram maximum pack size for certain tobacco products from July 1st led to a surge in sales volumes in the second half of the year. Additionally, anticipatory buying ahead of a planned tobacco tax increase in January 2025 provided temporary support to cigarette sales. Despite these stimuli, the total market volume continued to decrease, partly reflecting a longer-term consumer shift toward alternative nicotine products like e-cigarettes, whose market in Germany has been expanding under a more professionalized regulatory framework since 2022.
