The malt market in Latvia saw its volume decline from 12.7 thousand tons in 2018 to 12.1 thousand tons in 2020. The trend reversed sharply in 2023, with volume dropping to 10.3 thousand tons as sustained consumer price inflation, which rose 7.9% overall, continued to pressure the market.

For 2024 and 2025, while full volume data is not available, sector factors remained relevant. Forecasts of rising food prices coincided with falling grain prices, potentially affecting malt production costs. Changes in migration policy could influence labor availability for food manufacturing, and adjustments to tax and social contribution regulations impacted small businesses, including malt producers. Inflationary pressures on food prices persisted, reinforced by both domestic and global elements.

Latvia's malt exports have decreased for the third consecutive year. In 2021, the country exported 1 187 tons of malt, which is 29.3% lower than in 2020. Over the 2018-2021 period, exports dropped by 64.9%, with an average annual decline of 29.4%.

From 2018 to 2021, Estonia and Russia were the dominant destinations for Latvia's malt exports in volume terms. Estonia accounted for 52.3% of total exports, while Russia made up 37.2%, together representing 89.5% of the total. Other partners accounted for the remaining share.

After two years of decline, Latvia's malt import volume increased in 2021. The country imported approximately 11 970 tons of malt, showing a slight gain of 1.7% compared to 2020. However, over the 2018-2021 period, imports decreased by 9.9%, equating to an average annual decline of 3.4%. The lowest import volume was recorded in 2020 at 11 773 tons, which also saw the largest decline of 5.9%.

From 2018 to 2021, Lithuania was the central partner for Latvia's malt imports in volume terms, accounting for 84.7% of total flows. Other markets played a less significant role in the import structure.
