Earlier Report Observations

The maize market size in Namibia contracted significantly from 476.5 thousand tonnes in 2018 to 183.0 thousand tonnes in 2023. This decline was primarily driven by a sharp reduction in imports, which fell from 417.2 thousand tonnes to 109.2 thousand tonnes over the period. Domestic production, however, showed volatility, rising from 59.3 thousand tonnes in 2018 to a peak of 98.9 thousand tonnes in 2022 due to favorable rainfall and expanded planted areas, before dropping to 73.9 thousand tonnes in 2023 under drier conditions.

Market regulation played a key role throughout the period. The Namibian Agronomic Board (NAMC) facilitated market access for small farmers and enforced the white maize marketing agreement, which governs local trade. In 2024, the government announced a provisional suspension of maize and millet imports to protect local producers until the domestic harvest was absorbed, reflecting ongoing efforts to support self-sufficiency. Additionally, large-scale irrigation projects like the Musese scheme attracted new producers, bolstering domestic supply capacity.

Regional climate and trade dynamics further influenced the market. Namibia relies heavily on imports from South Africa, and changes in neighboring countries’ export policies along with regional drought conditions—such as those reported in Kavango in early 2024—affected availability and prices. Recurring droughts also constrained local production, prompting continued import dependence despite investments in irrigation infrastructure aimed at achieving maize self-sufficiency.
