Earlier Report Observations

In 2018, limestone production for cement and lime manufacture in Bulgaria reached 4,841 thousand tons, supported by state policy boosting public-private infrastructure investments that increased cement demand. The entry of a foreign investor through the sale of three cement plants, along with the establishment of concessions for limestone deposits, laid the groundwork for long-term modernization. However, production declined to 4,545 thousand tons in 2019 and 4,388 thousand tons in 2020, despite ongoing investment in cement plant upgrades and state-funded infrastructure projects after the pandemic. The introduction of new occupational safety regulations for cement production in 2020 may have temporarily limited output.

A sharp recovery to 5,063 thousand tons occurred in 2021, driven primarily by capacity expansions at cement plants such as Devnya Cement and Zlatna Panega Cement, which raised limestone consumption as a raw material. Additionally, rising coal prices from March 2022 increased the economic attractiveness of using limestone filters for gas purification at power plants, boosting demand in that segment. During 2022-2024, the cement industry continued to develop with the adoption of more environmentally friendly technologies and products containing higher limestone content. Changes in packaging and waste legislation, effective from 2022, introduced mandatory labeling and recycling requirements, affecting market conditions. Demand for limestone was further sustained by a housing construction boom and the ongoing need for limestone filters in the energy sector.
