From 2018 to 2019, the market volume for household and sanitary paper in wide rolls expanded, supported by long-term investments such as the construction of a pulp and paper mill in Amursk, which enhanced production capabilities. The market's growth was further reinforced by the development of product assortments and the strengthening positions of major manufacturers, driving both sales and consumer adoption.
A sharp increase of over 16% in market volume occurred in 2021, reaching 780 thousand tons, fueled by a seventh consecutive year of record growth in the paper bag and sack segment, indicating broad industry momentum. The following year, however, saw a slight contraction in volume as sanctions and the exit of foreign companies created a shortage of quality paper raw materials, challenging domestic producers. Despite this, production levels were sustained relative to the previous year, aided by new state-supported projects for eco-friendly paper packaging.
In 2023, the market volume recovered to 778 thousand tons, a 3.6% rise, as production of sanitary-hygienic paper products increased by 1.3%. The consolidated market structure with large players and growing e-commerce activity continued to stimulate demand for paper products in residential and commercial environments.
