From 2018 to 2019, the market volume for household and sanitary paper in wide rolls expanded, supported by long-term investments such as the construction of a pulp and paper mill in Amursk, which enhanced production capabilities. The market's growth was further reinforced by the development of product assortments and the strengthening positions of major manufacturers, driving both sales and consumer adoption.

A sharp increase of over 16% in market volume occurred in 2021, reaching 780 thousand tons, fueled by a seventh consecutive year of record growth in the paper bag and sack segment, indicating broad industry momentum. The following year, however, saw a slight contraction in volume as sanctions and the exit of foreign companies created a shortage of quality paper raw materials, challenging domestic producers. Despite this, production levels were sustained relative to the previous year, aided by new state-supported projects for eco-friendly paper packaging.

In 2023, the market volume recovered to 778 thousand tons, a 3.6% rise, as production of sanitary-hygienic paper products increased by 1.3%. The consolidated market structure with large players and growing e-commerce activity continued to stimulate demand for paper products in residential and commercial environments.

Following two years of growth, the value of household and sanitary paper production in the CIS declined. In 2020, output was valued at 804 M $ US, a significant drop of 21.8% from 2019. Over the 2017-2020 period, production value increased by 5.2%, with an average annual growth rate of 1.7%. The peak was in 2019 at 1 029 M $ US, which also saw the largest annual increase of 16.5%.

Exports of household and sanitary paper from the CIS have risen for the third consecutive year. In 2020, exports totaled 75 397 t, a substantial increase of 78.5% over 2019. From 2017 to 2020, exports grew by 121.4%, translating to an average annual rate of 30.3%.

Between 2017 and 2020, the export market for household and sanitary paper from the CIS was diverse. Poland accounted for 35.2% of exports in kind, Ukraine for 10.1%, and Czechia for 4.3%, with these three countries together making up 49.6% of total flows.

The value of household and sanitary paper exports from the CIS has increased for the third year running. In 2020, exports amounted to 83 695 K $ US, a sharp rise of 34.0% compared to 2019. Over the 2017-2020 period, export value grew by 73.9%, with an average annual growth rate of 20.2%.

From 2017 to 2020, the main export markets by value were Poland with 36.9%, Ukraine with 10.0%, and Czechia with 4.3%. Combined, these three countries represented 51.2% of total export flows.

Imports household and sanitary paper in wide rolls or large sheets to CIS

Imports in kind, t

Imports of household and sanitary paper into the CIS have increased for the second year in a row. In 2020, imports reached 19 728 t, a slight rise of 3.0% from 2019. However, over the 2017-2020 period, imports decreased by 19.5%, with an average annual decline of 7.0%. The lowest point was in 2018 at 15 809 t, which saw the largest drop of 35.5%, while 2019 recorded the biggest increase of 21.1%.

During 2017-2020, imports in kind were spread across many partner countries. Turkey led with 14.8%, followed by Ukraine at 7.1% and Poland at 3.3%, together accounting for 25.1% of total flows.

After two years of growth, the value of household and sanitary paper imports into the CIS fell. In 2020, imports were valued at 36 243 K $ US, a decline of 16.1% from 2019. Over the 2017-2020 period, import value increased by 6%, with an average annual growth rate of 2.0%. The highest value was in 2019 at 43 213 K $ US, which also saw the largest annual increase of 12.8%.

From 2017 to 2020, no single market dominated imports by value. Turkey accounted for 16.4%, Germany for 5.0%, and China for 4.1%, with these three together making up 25.4% of total imports. Many smaller partners each held modest shares.
