Paraguayan production of horse, donkey and mule meat expanded consistently from 860 tons in 2018 to 2 106 tons in 2022, more than doubling over five years. This growth coincided with the formalization of the sector, including the presence of four dedicated horse slaughterhouses and stricter enforcement of sanitary regulations.
Increased regulatory oversight, including public prosecutor interventions against illegal horse meat sales in 2022, helped direct production into the legal market. However, in 2023 output fell to 1 593 tons as high domestic meat prices pressured consumption and spurred imports of frozen meat from Brazil. During the same year, a Brazilian company explored investing nearly USD 7 million in cold storage infrastructure, signaling continued interest in the country's meat logistics.
