Earlier Report Observations
Honey production in Rwanda showed steady growth from 5 000 t in 2018 to 5 483 t in 2023, driven by agricultural policy support. The launch of the Strategic Plan for Agricultural Transformation (PSTA 4) in 2018 guided public investments in beekeeping, focusing on innovation, productivity, and added value. Subsequent measures, including the establishment of the Rwanda Food and Drugs Authority for quality regulation, achieving seed self-sufficiency by 2021, and the introduction of 100% subsidies for fertilizers in 2022, contributed to this consistent production increase.
Market volume for honey, however, experienced fluctuations due to volatile import levels. After reaching 6 298 t in 2019, market size declined to 6 157 t in 2020 and 6 079 t in 2021, then recovered to 6 303 t in 2022. In 2023, a sharp drop in imports to 35 t caused the market volume to fall to 5 505 t, despite ongoing growth in domestic production. Policy initiatives such as the commercialization and de-risking project launched in 2022 may have influenced trade flows.

Rwanda's honey production increased for the second consecutive year. In 2020, the country produced 5 131 tonnes of honey, marking a 1.2% rise from 2019. Over the 2017-2020 period, production grew by 2.6%, with an average annual growth rate of 0.9%. The largest decline occurred in 2018, while the most significant increase was recorded in 2019 at 1.4%.

Over the 2017-2020 period, exports rose by 11.3%, with an average annual growth rate of 3.6%. The lowest export volume was recorded in 2019 at 5 tonnes, which also saw the largest decline of 34.0%.

From 2017 to 2020, Singapore led Rwanda's honey export structure with a 54.8% share, followed by the Democratic Republic of the Congo at 18.9% and Belgium at 8.2%. Together, these three markets accounted for 81.8% of total export flows.
