From 2018 to 2020, the Russian fuel and oil additives market expanded from 303.8 thousand tons to 391.5 thousand tons. This growth was supported by active state procurement under laws 44-FZ and 223-FZ, which created steady demand. Domestic producers, such as AO Russkie Kraski, ZAO NPH VMP, and ZAO Empils, introduced new corrosion inhibitor formulas, increasing the share of local production. Imports, especially from China, also rose to meet demand for specialized components.

Starting in 2021, sanctions and logistical challenges led to record price increases for imported additives. This stimulated further development of domestic manufacturing, though in 2022 the market volume temporarily declined to 391.5 thousand tons due to higher exports and a shift in import flows toward Chinese supplies. Regulatory changes, including tighter labeling and certification requirements, also affected market structure. Import substitution accelerated, with new segments emerging, such as corrosion inhibitors for the oil and gas industry.

In 2023 and 2024, the market continued to grow, reaching 490.4 thousand tons in 2024. This increase was sustained by consistent production growth, which offset lower imports and rising exports.
