Fuel and oil additives market in Russia

From 2018 to 2020, the Russian fuel and oil additives market expanded from 303.8 thousand tons to 391.5 thousand tons. This growth was supported by active state procurement under laws 44-FZ and 223-FZ, which created steady demand. Domestic producers, such as AO Russkie Kraski, ZAO NPH VMP, and ZAO Empils, introduced new corrosion inhibitor formulas, increasing the share of local production. Imports, especially from China, also rose to meet demand for specialized components.

Starting in 2021, sanctions and logistical challenges led to record price increases for imported additives. This stimulated further development of domestic manufacturing, though in 2022 the market volume temporarily declined to 391.5 thousand tons due to higher exports and a shift in import flows toward Chinese supplies. Regulatory changes, including tighter labeling and certification requirements, also affected market structure. Import substitution accelerated, with new segments emerging, such as corrosion inhibitors for the oil and gas industry.

In 2023 and 2024, the market continued to grow, reaching 490.4 thousand tons in 2024. This increase was sustained by consistent production growth, which offset lower imports and rising exports.

Russia's production of fuel and oil additives has grown for the third year in a row. In 2021, the country produced 315.6 K t of these additives, marking a 1.7% increase from 2020. Looking at the period from 2018 to 2021, production rose by 29.9%, which translates to an average annual growth rate of 9.1%.

Russia's exports of fuel and oil additives have declined for the third consecutive year. In 2021, exports reached 23.9 K t, showing a slight decrease of 1.0% compared to the previous year. From 2018 to 2021, exports fell by 18%, with an average annual decline of 6.4%.

Between 2018 and 2021, Belarus, Kazakhstan, and Turkmenistan were the primary destinations for Russia's fuel and oil additives exports in kind. Belarus accounted for 26.2% of exports, Kazakhstan for 17.7%, and Turkmenistan for 13.6%. Together, these three countries made up 57.5% of total exports in kind.

Russia's exports of fuel and oil additives in value terms have increased for the third year in a row. In 2021, exports amounted to 53.4 M $ US, reflecting a significant advance of 41.7% compared to 2020. Over the period from 2018 to 2021, exports grew by 69.5%, with a compound annual growth rate of 19.2%.

From 2018 to 2021, Belarus, Kazakhstan, and Turkmenistan formed the core group of markets for Russia's fuel and oil additives exports in value terms. Belarus represented 25.8% of exports, Kazakhstan 20.0%, and Turkmenistan 19.5%. Combined, these three countries accounted for 65.2% of total export flows in value.

Over the period from 2018 to 2021, imports increased by 22.7%, with a compound annual growth rate of 7.1%. The largest increase was recorded in 2019 at 20.8%, while the largest decline occurred in 2020 at 1.5%.
