From 2018, the Russian market for graders and levellers saw growth, reaching 1 079 units in 2019, supported by the active entry of Chinese manufacturers like XCMG, which expanded the available model range. This expansion was accompanied by steady domestic production from players such as the URAL plant. However, in 2020, the COVID-19 pandemic negatively impacted the market, limiting import dynamics and contributing to a decline in the overall market volume to 935 units.

A sharp recovery followed in 2021, with the market volume jumping to 1 547 units. This surge was driven by increased sales of road construction machinery and the introduction of new model segments, including improved all-wheel-drive graders from brands like Case and John Deere. In 2022, despite the exit of many European and Japanese companies due to sanctions, Chinese brands like Lonking, SANY, and XCMG expanded their market share to 64%. The launch of a new production plant in Ivanovo, valued at 4.3 billion rubles, further bolstered domestic manufacturing capacity, helping the market grow to 1 792 units.

Starting in 2023, the market began to contract, falling to 1 614 units as consumer preferences shifted towards used equipment due to economic conditions and availability. Sanctions and ongoing logistical constraints continued to restrain imports and affect parts availability. This trend intensified in 2024, with the market volume dropping sharply to 888 units due to persistent component shortages and limited access to foreign spare parts. Domestic production followed this downward path, falling to 398 units in 2024 and further to 250 units in 2025.

Production graders and levellers in Russia
