From 2018 to 2020, the goat meat market in Mali expanded significantly, with the volume rising from 8 256 t to 13 116 t. Initial growth was supported by a large national goat herd and rising domestic and regional demand driven by rapid urbanization. Government policies, including the Loi d’Orientation Agricole and investment programs, aimed to modernize the livestock sector and address challenges such as climate change reducing grazing lands.
After a contraction to 11 939 t in 2021, the market rebounded strongly to 14 970 t in 2022. This recovery coincided with major reforms in the livestock sector, including enhanced cooperation with Brazil to increase meat production potential and the validation of the Marshall Plan 2022-2024, which contained specific measures for livestock development. Sub-regional workshops in 2021 to facilitate cross-border trade of livestock and meat also laid groundwork for improved market access.
The market volume declined sharply to 10 119 t in 2023. In 2024, a key development was the commissioning of an agro-industrial plant in Ségou with an annual capacity of 60 000 t of animal feed, intended to strengthen the local feed base for livestock. The government also implemented a new marketing authorization list for food products, including meat, to regulate the market and protect consumer health.

The lowest production level was recorded in 2018 at 8 210 tonnes, with the largest decline that year reaching 6.4%.
