This initial expansion took place alongside the implementation of Trade Ministry Regulation No. 65 of 2018, which established rules for importing and trading fresh, chilled, and frozen goat meat, potentially streamlining market access. Consumer preference in major urban areas like Jabodetabek remained strongly oriented toward fresh meat, with over 90% of traditional market vendors selling it.

Market volume then contracted significantly to 61 711 t in 2020 and declined further to 59 730 t in 2021.

A sustained recovery followed, with the market reaching 63 693 t in 2022 and 71 138 t in 2023. This rebound was supported by a reported 2.26% increase in national goat meat production in 2022. Furthermore, a growing trend toward frozen meat consumption, fueled by the expansion of cold-chain infrastructure into smaller cities and shifting consumer habits toward more convenient products, helped broaden the product's availability and contributed to market growth.

The highest production level was recorded in 2019 at 72 852 tonnes, which saw a 3.8% increase that year. However, the most significant drop occurred in 2020, with a sharp decline of 15.3%.
