This later phase saw regulatory changes that shaped the market environment: an amendment to the Food Act effective July 2022 permitted the sale of food after its minimum durability date, and the number of firms specializing in poultry cutting and repackaging grew from 30 to 47, indicating a shift in the downstream supply chain structure.
