State support for exporters through presidential decrees, such as PP-3377, encouraged production, though weather conditions in 2020 influenced the harvest.

A significant production increase to 1 695 thousand tonnes occurred in 2021, driven by the introduction of a cluster system in viticulture (PP-5200), which exempted imported equipment from customs duties, lowering costs for growers. Production continued to rise to 1 761 thousand tonnes in 2022, but the market size fell to 1 526 thousand tonnes as exports surged, supported by state efforts to boost export potential.

In 2023, production stabilized at 1 732 thousand tonnes, and the market size recovered to 1 602 thousand tonnes with normalized exports. The government established a special council for viticulture and initiated privatization of vineyards to improve long-term efficiency, marking a structural shift in the industry.
