This expansion was primarily driven by state subsidies for viticulture, which doubled from RUB 1.4 billion in 2018 to RUB 2.8 billion in 2019, stimulating vineyard area growth in regions like Krasnodar Krai. Despite the COVID-19 pandemic in 2020, production continued to rise as the market adapted to new conditions.

Between 2021 and 2022, market volume surged further, reaching 1 316 thousand tonnes in 2022. Continued government support, the development of new grape varieties and winemaking zones, and technological modernization boosted domestic production to 890 thousand tonnes. However, in 2023, market volume fell to 1 209 thousand tonnes as imports dropped sharply from 428 thousand tonnes to 294 thousand tonnes, likely due to the ongoing impact of global sanctions and trade disruptions that affected import flows, even though domestic production reached a record 916 thousand tonnes.

Fresh grape exports from Russia increased for the second consecutive year. In 2020, exports amounted to 2.1 K t, showing a strong rise of 14.1% compared to the previous year.
