Fibreboard production in Belarus rose to 2 190 thousand m³ in 2019, boosted by the Mozyr woodworking plant nearly doubling its output of insulation fibreboard under the state 'Belarusian Forest' program. Output then declined to 1 922 thousand m³ in 2020, even as government promotion helped exports grow slightly. By 2021, exports surged 81.3% to 1 068 thousand m³, with the European Union remaining the primary destination.

In 2022, EU sanctions on Belarusian timber and the introduction of licensing for fibreboard imports from the EU disrupted trade flows: exports plummeted to 626 thousand m³ as producers reoriented toward markets in Azerbaijan, the Caucasus, and Central Asia. These protective measures, alongside reduced import competition, contributed to domestic market growth, which reached 1 384 thousand m³ in 2022 and 1 535 thousand m³ in 2023, while production stabilized around 1 900 thousand m³.

After two years of growth, Belarus's fibreboard production declined in 2020. The country produced 1 922 thousand cubic meters of fibreboard that year, representing a 12.2% decrease compared to 2019. Over the entire 2017-2020 period, production increased by 8.6%, averaging 2.8% growth per year. Production peaked in 2019 at 2 190 thousand cubic meters, while the strongest annual growth occurred in 2018 with a 15.9% increase.

Belarus's fibreboard export volume grew for the third consecutive year in 2020. The country exported 680.2 million cubic meters of fibreboard, showing a modest 4.9% increase compared to 2019. Between 2017 and 2020, exports surged by 47.3%, averaging 13.8% annual growth.

From 2017 to 2020, Poland, Russia, and Ukraine emerged as the primary markets for Belarus's fibreboard exports by volume. Poland accounted for 28.4% of exports, Russia for 27.7%, and Ukraine for 22.6%. Together, these three countries represented 78.7% of total export flows.
