The dried shelled legumes market in Cabo Verde experienced considerable fluctuations from 2018 to 2023, primarily influenced by persistent drought conditions and varying levels of agricultural support. Domestic production rose sharply from 6.6 thousand tons in 2018 to a peak of 11.1 thousand tons in 2020, while total market volume followed a similar trajectory, reaching 16.4 thousand tons in the same year before receding.

This volatility was directly tied to climatic and policy factors. The severe, multi-year drought that hampered rain-fed subsistence farming was partly counteracted by government drought mitigation programs starting in 2019, which supported local legume growers and helped drive the initial production surge. By 2023, production stabilized near 10.2 thousand tons as fundamental challenges like scarce rainfall, poor soils, and high import dependence persisted. Broader initiatives launched in subsequent years, including the FAO's 'Hand-in-Hand' program for climate-smart agriculture and World Bank funding for land rehabilitation, reflect an ongoing strategic focus on building agricultural resilience to these chronic environmental constraints.
