Earlier Report Observations

The Angolan dried shelled legumes market experienced a shift towards greater domestic output and self-sufficiency from 2018 to 2023. Production grew from 667 thousand tonnes to 734 thousand tonnes, supported by government programs to modernize agriculture and provide technical support, alongside the strategic expansion of soybean cultivation as part of economic diversification efforts. These initiatives, targeting both family and emerging commercial farms, helped overcome chronic challenges like limited access to finance and technology, steadily increasing local supply.

This production growth was particularly strong in the 2022/2023 season, with a notable 11.1% increase in output from commercial farms for pulses and oilseeds, aided by improved product distribution and the start of regional exports. Concurrently, imports fell sharply from 54.3 thousand tonnes to 15.3 thousand tonnes by 2023, influenced by policies such as the 2023 suspension of import licenses for certain agricultural goods to strengthen national production. This policy shift, alongside growing internal market integration that saw rural producers selling more to large commercial centers, reshaped the market, leading to a stable domestic volume of around 737 thousand tonnes in 2023 despite the surge in exports to 12 thousand tonnes that year.

Market conditions continued to evolve in 2024, with the government setting reference price tariffs for agricultural products to ensure supply stability. However, domestic price increases for items like beans, linked to inflation and informal market dynamics, presented new challenges for consumption. The overall trajectory for dried legumes in Angola remained one of expanding local production capacity within an agricultural sector that still has significant untapped potential, as only 17% of available arable land was under cultivation.
