The cotton seeds market in Uzbekistan entered a growth trajectory from 2018, driven by structural reforms that eliminated forced labor and lifted the export embargo on cotton. The introduction of new seed technologies and early-ripening varieties increased yields, while the tax exemption for cotton oil from 2018 incentivized processing. These measures helped raise production from 1.3 million tons in 2018 to 1.7 million tons in 2020.

From 2019, the development of cotton clusters attracted foreign investment, notably Indorama's $200 million project, bringing capital and expertise to the sector. State support expanded through subsidies and preferential lending for farmers, particularly in 2022-2023, leading to a record harvest of over 2.0 million tons in 2023.

In 2024, the government reinforced support with measures such as compensating irrigation electricity costs and setting minimum raw cotton prices. The ongoing liberalization and focus on seed breeding continue to underpin market expansion.

Uzbekistan's cotton seed production grew for the second year in a row. In 2020, the country produced 1 685 K t of cotton seeds, a 13.7% increase from the previous year. Over the 2017-2020 period, production rose by 5.6%, with an average annual growth rate of 1.8%. The lowest production was in 2018 at 1 257 K t, which marked the largest decline of 21.2%. The biggest increase occurred in 2019, with a 17.9% rise.
