From 2018 to 2024, Tajikistan's cotton seed market initially expanded due to government policies aimed at boosting the domestic textile sector. Tax exemptions and customs duty waivers for enterprises engaged in full-cycle cotton processing encouraged higher cultivation, contributing to a production increase.

However, market volatility set in from 2020 onward, driven by a combination of global and local factors. Drought and crop failures in key cotton-producing regions worldwide affected supply chains, while domestic challenges like rising prices for agricultural inputs, water shortages, and economic sanctions constrained production. In response, the Ministry of Agriculture purchased elite seeds and machinery to support farmers, but output gradually declined.

By 2023-2024, imports surged to meet demand as domestic production struggled with persistent issues such as climate change and high resource costs. State subsidies for cotton pickers and seed-breeding cooperation with Uzbekistan provided some support, but the market faced additional pressure from falling global cotton prices, increasing import reliance.
