The South African cotton seeds market volume grew from 86 068 t in 2018 to 90 465 t in 2019, driven by a 42% expansion in dryland cotton area and 22% in irrigated area as farmers responded to favorable cotton prices. Industry initiatives like the Sustainable Cotton Cluster, funded by the dti, further supported local production. This expansion was abruptly reversed in 2020 when the COVID-19 pandemic caused global supply chain disruptions, leading to a sharp drop in market volume to 61 290 t.

Market volume continued to decline in 2021, reaching 37 517 t. A recovery began in 2022 as cotton prices improved compared to the pandemic years, encouraging a modest increase to 40 539 t. By 2023, the market stabilized at 40 709 t, with no significant change from the previous year.

In 2024, the Ubongwa Cotton Ginnery underwent refurbishment to upgrade seed cotton processing infrastructure. The following year, policy uncertainty increased sharply in the first quarter, with the Policy Uncertainty Index worsening from 65.7 to 78.6, while inflation fluctuations impacted input costs. Ongoing industry support through the extended Sustainable Cotton Cluster funding remained a factor.
