The cotton seeds market in Mexico reached a high of 667 thousand tons in 2018, supported by the widespread adoption of genetically modified seeds that had doubled cotton production since 2016. Starting in 2019, however, the government halted new approvals for transgenic cotton seeds, creating a shortage of updated planting material. This led to a consecutive market contraction, falling to 456 thousand tons by 2021, with a sharp drop in 2020 amid ongoing regulatory constraints.

In 2022, the market temporarily recovered to 519 thousand tons, partly driven by rising demand for non-transgenic hybrid seeds ahead of a planned transgenic ban by 2024. Yet in 2023, market volume fell again by 22% to 402 thousand tons as persistent shortages of modern seeds and outdated approved events continued to hamper production and the competitiveness of Mexican cotton.

Following a two-year decline, Mexico's cotton seeds production volume increased in 2021. The country produced 399.0 K t of cotton seeds that year, marking a measured year-over-year rise of 4.2%.
