The market volume for cotton seeds in India expanded from 9.9 million tons in 2018 to 11.5 million tons in 2020. This growth was primarily driven by the rapid adoption of innovative seed varieties, including Bt cotton hybrids and genetically modified seeds, which significantly increased yields and production. Supportive government policies, such as the liberalization of seed regulations and strengthened intellectual property rights, encouraged private sector investment and industry expansion. The continued spread of Bt cotton and the stability provided by the Minimum Support Price (MSP) policy for cotton further supported farmer incomes and market growth during this period.

A decline in market volume followed, with a drop to 9.7 million tons by 2022. This contraction was largely due to a significant pink bollworm infestation that damaged crops across major growing states in 2021, compounded by emerging pest resistance to widely used Bollgard II Bt cotton seeds. The ongoing enforcement of the Cotton Seed Price (Control) Order, 2015, which discouraged breeding innovation and limited new variety development, acted as a further constraint on the market during 2022.

A partial recovery occurred in 2023, with the market volume rising to 10.6 million tons. Government initiatives, including dedicated budget allocations for a national cotton mission aimed at boosting productivity, provided key support. Stable MSPs with increases for specific cotton varieties helped sustain farmer income, while broader efforts to promote Indian cotton as a sustainable global brand contributed to market stabilization.

India's cotton seeds production increased for the second consecutive year. In 2020, the country produced 11,500 K t of cotton seeds, marking a 0.9% gain from the previous year. Over the 2017-2020 period, production decreased by 2.9%, with a compound annual growth rate (CAGR) of 1.0%. The lowest production level was recorded in 2018 at 9,889 K t, which saw the largest decline of 16.5%. In contrast, 2019 experienced the largest increase of 15.3%.

India's cotton seeds exports increased for the second consecutive year. In 2020, exports totaled 518 t, up by 56.4% compared to 2019. Between 2017 and 2020, exports grew by 98.2%, equating to an annualized rate of 25.6%. The lowest export volume was recorded in 2018 at 218 t, which saw the largest decline of 16.7%.

From 2017 to 2020, Nepal, Kuwait, and Sudan were the top buyers of cotton seeds from India, accounting for 38.8%, 17.1%, and 16.2% of exports in kind, respectively. Together, these three countries represented 72.1% of India's total cotton seeds exports in kind.

India's cotton seeds exports in value terms increased for the third consecutive year. In 2020, the country exported 3,338 K US dollars of cotton seeds, showing a strong advance of 17.0% from 2019. Over the 2017-2020 period, exports surged by 297.8%, with a compound annual growth rate (CAGR) of 58.4%.

From 2017 to 2020, Sudan, Myanmar, and Malawi were the main markets for India's cotton seeds exports in value terms, accounting for 46.3%, 13.3%, and 11.8% of total exports, respectively. Together, these three countries made up 71.3% of the total export flows.

The market showed signs of volatility during the observed period. Imports peaked in 2017 and reached their lowest point in 2019, with a six-fold variation between these years. In 2020, India's cotton seeds imports from abroad were recorded at 5,158 t, which is 114.2% higher than the previous year. The minimum import volume was in 2019 at 2,408 t, which saw the largest decline of 70.9%.

From 2017 to 2020, India's imports in kind were highly concentrated, with Benin and Togo together accounting for 91.8% of total flows. Other partners contributed only a small residual share.

After a two-year contraction, India's cotton seeds imports in value terms increased. In 2020, imports were recorded at 1,369 K US dollars, representing an abrupt advance of 67.8% compared to 2019. Between 2017 and 2020, imports decreased by 70.2%, equating to an annualized rate of 33.2%. The lowest import value was in 2019 at 816 K US dollars, which saw the largest decline of 63.8%.

From 2017 to 2020, two leading markets—Benin and Togo—together accounted for 91.5% of India's total cotton seeds imports in value terms. The remaining volume was dispersed across a wide range of other countries.
