A decline in market volume followed, with a drop to 9.7 million tons by 2022. This contraction was largely due to a significant pink bollworm infestation that damaged crops across major growing states in 2021, compounded by emerging pest resistance to widely used Bollgard II Bt cotton seeds. The ongoing enforcement of the Cotton Seed Price (Control) Order, 2015, which discouraged breeding innovation and limited new variety development, acted as a further constraint on the market during 2022.
A partial recovery occurred in 2023, with the market volume rising to 10.6 million tons.
