Earlier Report Observations

Production of coniferous wood fuel in Asia declined from 85.9 million m³ in 2018 to 83.4 million m³ in 2020. This initial decrease was primarily driven by stricter environmental logging policies implemented in 2018, which limited clear-cut areas and mandated pre-feasibility studies for large-scale harvesting. Concurrently, a slowdown in the construction sector began reducing overall wood demand, adversely affecting fuel wood production.

The downtrend persisted through 2021‑2023, with output falling to 79.7 million m³. Continued construction stagnation, exacerbated by high interest rates and rising raw material costs, kept wood consumption low. Domestic log production forecasts consistently indicated annual declines for coniferous timber, directly constraining the supply of fuel wood. During this period, imports of wood pellets grew, partly substituting for domestic fuel wood and reflecting a shift toward biomass energy sources.

In 2024, imports of coniferous wood fuel reached 4.5 million m³, while exports remained minimal. Industry reports pointed to ongoing construction weakness, maintaining pressure on domestic production. Regulations on the use of contaminated wood in pellets were tightened, and initiatives to establish sustainable biomass supply systems were launched, signaling a more regulated market for wood-based fuels.
