From 2018 to 2023, the market volume for concentrated or sweetened milk and cream in Tajikistan experienced significant fluctuations. After a stable period around 4 400 tons in 2018-2019, the market contracted to 3 484 tons in 2020 and further to 2 841 tons in 2021. This decline was primarily driven by a sharp drop in imports, which fell from over 2 000 tons to just 393 tons in 2021. The market then recovered to 3 381 tons in 2022 and reached 4 180 tons in 2023, as imports rebounded and domestic production continued its steady growth.

Domestic production increased consistently each year, rising from 2 304 tons in 2018 to 2 626 tons in 2023. This gradual expansion helped offset some of the import volatility. Imports, however, remained a key component of market supply, with Russia and Kazakhstan as major sources. The negligible export activity meant that market size was largely determined by production and import levels.

In 2024, the dairy sector in Tajikistan saw the opening of 48 new food processing plants, which expanded production capacity and created hundreds of jobs. This development, along with sustained import flows from regional partners, supported the overall availability of concentrated and sweetened milk products. The high share of private trade continued to shape distribution channels for these goods.
