Between 2018 and 2020, the market volume for concentrated or sweetened milk and cream in Peru grew from 1 006 thousand tonnes to 1 049 thousand tonnes. This increase was supported by government policies aimed at strengthening the dairy value chain, such as the 2018 Supreme Decree requiring all public entities to comply with national policies, and the growth in national milk production from 321.3 million kg in 2019 to 367.2 million kg in 2020, which expanded the raw material base for processed dairy products.

A significant market expansion to 1 142 thousand tonnes occurred in 2021, facilitated by the Sectoral Intervention Action Plan 2021-2024 launched that year to bolster the production chain linked to small-scale family farming. Growth then moderated to 1 150 thousand tonnes in 2022 as the amended Milk and Dairy Products Regulation, which prohibited the use of milk powder in evaporated milk production starting October 2022, began to influence manufacturing practices.

Market volume declined to 1 067 thousand tonnes in 2023. This shift was influenced by the ongoing effect of the milk powder ban, which constrained production for certain concentrated products, alongside a noted consumer preference shift toward UHT milk, potentially reducing demand for traditional concentrated milk items.

Peru's production of concentrated or sweetened milk and cream declined after two years of growth. In 2019, output reached its peak at 1 056.0 thousand tons, representing a 1.8% increase from the previous year. By 2020, production remained nearly stable at 1 051.8 thousand tons, showing minimal year-over-year change.

The value of Peru's concentrated or sweetened milk and cream production rose to 1 336 million US dollars in 2020, a 3.2% increase from the previous year. Over the 2017-2020 period, production value grew by 4.4%, with an average annual growth rate of 1.5%. The highest value was recorded in 2018 at 1 348 million US dollars, marking a 5.3% increase. In contrast, 2019 saw a decline of 3.9%.

Peru's exports of concentrated or sweetened milk and cream fell for the second consecutive year in 2020, dropping 18.9% to 58 471 tons compared to 2019. Over the 2017-2020 period, exports decreased by 29.2%, with an average annual decline of 10.9%. The peak was in 2018 at 90 017 tons, a 9.0% increase, while 2019 experienced the largest drop of 19.9%.

From 2017 to 2020, Haiti, the United States, and Chile were the top destinations for Peru's exports of concentrated or sweetened milk and cream in volume terms. Haiti accounted for 49.1% of exports, the United States for 10.7%, and Chile for 6.3%, together making up 66.1% of total export flows.

The value of Peru's exports of concentrated or sweetened milk and cream declined for the second year in a row in 2020, falling 16.0% to 74.3 million US dollars compared to the previous year. Between 2017 and 2020, export value decreased by 27.3%, equivalent to an average annual rate of 10.1%. The highest value was in 2018 at 117.0 million US dollars, a 14.5% increase, while 2019 saw the largest decline of 24.4%.
