Earlier Report Observations

Production of concentrated not sweetened milk and cream in Kazakhstan rose from 13 782 tons in 2018 to 23 890 tons in 2023. This increase was underpinned by a growing cattle population, which expanded the raw milk base, and by sector investments encouraged by forecasts of rising milk consumption. A deficit in processed liquid milk and cream in 2020 further stimulated output of concentrated products.

Market volume grew from 21 810 tons to 28 615 tons over the period, despite a slight contraction in 2022. Import volumes, which peaked in 2020, later declined as domestic production increased. Competition from imported condensed milk, especially from Russia, influenced market structure, while from 2023 onward, rising exports to CIS countries provided an additional outlet for local manufacturers.

Changing consumer preferences, including a shift towards lactose-free dairy items, and the growth of online sales channels broadened market access. Industry events such as the KazAgro/KazFarm exhibition and the AqAltyn Dairy Congress supported sector development, and patriotic advertising campaigns promoted domestic milk against imported alternatives.
