The market volume for concentrated not sweetened milk and cream in the CIS grew from 310.6 thousand tons in 2018 to 338.9 thousand tons in 2020. This expansion occurred alongside a dramatic fall in imports to 0.4 thousand tons in 2020, which followed the implementation of electronic veterinary certification and updates to the Customs Union Technical Regulation on milk safety. These regulatory changes raised barriers for imported products, but domestic production increased sufficiently to offset the import decline and drive overall market growth.

Market volume dipped to 331.7 thousand tons in 2021 before recovering to 341.6 thousand tons by 2023. The recovery was supported by a general increase in raw milk and dairy production across the region, which facilitated higher output of concentrated milk and cream. During this period, the industry also faced rising production costs due to more expensive feed, energy, and labor, yet market volume continued its upward trajectory.

Trends observed in 2024 included a significant 21% rise in cream production and shifting consumer preferences towards healthier dairy options and online sales channels. These developments point to a continued diversification and modernization within the sector, with CIS countries remaining pivotal export destinations for dairy products.

In the CIS, production of concentrated unsweetened milk and cream grew for the second year in a row. In 2020, output reached 346.7 thousand tonnes, up 3.8% from 2019. Over the 2017-2020 period, production rose by 6.9%, with an average annual growth rate of 2.2%. The lowest production level was recorded in 2018 at 314.7 thousand tonnes. The largest year-on-year decline occurred in 2018 at 3.0%, while the biggest increase was seen in 2019 at 6.1%.

In 2020, output was valued at 830.1 million US dollars, showing a modest rise of 8.6% compared to the previous year. CIS exports of concentrated unsweetened milk and cream declined for the third year in a row. In 2020, exports totaled 8 239 tonnes, down 14.6% from 2019. Over the 2017-2020 period, export volumes fell by 77.5%, with an average annual decline of 39.2%.

In 2020, exports amounted to 19 723 thousand US dollars, marking a significant drop of 10.7% compared to 2019. CIS imports of concentrated unsweetened milk and cream fell for the third year in a row. In 2020, imports totaled 401 tonnes, a sharp decline of 96.1% from 2019. Between 2017 and 2020, import volumes decreased by 98.3%, equivalent to an average annual decline of 74.5%.

After two years of decline, CIS imports of concentrated unsweetened milk and cream in value terms increased in 2020. Imports were recorded at 20 926 thousand US dollars, representing a sharp advance of 26.8% from the previous year. However, between 2017 and 2020, import value still decreased by 46.8%, with an average annual decline of 19.0%. The lowest value was recorded in 2019 at 16 502 thousand US dollars, while the largest year-on-year decline occurred in 2018 at 50.6%.
