Concentrated milk and cream market in CIS

The concentrated milk and cream market in CIS countries grew from 521 thousand tons in 2018 to 556 thousand tons in 2019. This increase followed the introduction of new sales rules in 2019, which prohibited the use of dairy terms for substitute products, strengthening demand for genuine dairy items including concentrated milk.

Market volume declined over the next two years, falling to 515 thousand tons by 2021. This period coincided with the expansion of mandatory labeling to new product groups and upcoming amendments to the technical regulations, which introduced stricter composition rules for concentrated milk, temporarily increasing compliance costs for producers.

A recovery began in 2022, with the market reaching 549 thousand tons in 2023. This turnaround was supported by significant capital investments in production capacity, including the launch of a major equipment plant in the Moscow region in 2022 and a new project for producing concentrated skimmed milk in 2023, which broadened domestic manufacturing capabilities.

CIS production of concentrated milk and cream has increased for the second year in a row. In 2019, output rose by 0.5%, reaching its peak in 2020 at 558.9 thousand tonnes, showing minimal change from the previous year. The lowest production level was recorded in 2018 at 553.2 thousand tonnes, which marked a 2.5% decline.

Following two years of growth, CIS production of concentrated milk and cream declined in value terms. Output was valued at 1 156 million US dollars in 2020, down 2.7% from 2019. The highest value was recorded in 2019 at 1 188 million US dollars, with the largest increase of 7.7% occurring in 2018. Over the 2017-2020 period, production value grew by 5.7%, representing a compound annual growth rate of 1.9%.

Exports concentrated milk and cream from CIS

CIS exports of concentrated milk and cream have increased for the second consecutive year. In 2020, shipments totalled 58 806 tonnes, up 10.5% from 2019. The lowest export volume was recorded in 2018 at 52 114 tonnes, which saw a 33.1% decline. Between 2017 and 2020, exports decreased by 24.6%, equivalent to an annualized rate of 9.0%.

From 2017 to 2020, Ukraine, Libya, and Georgia consistently held leading positions in the country structure of CIS exports in kind. Ukraine accounted for 4.0% of exports, Libya for 1.4%, and Georgia for 1.1%, together representing 6.5% of total export flows.

CIS exports of concentrated milk and cream in value terms have risen for the second year in a row. In 2020, exports reached 121.6 million US dollars, a 7.0% increase from 2019. The lowest value was recorded in 2018 at 110.9 million US dollars, which experienced a 26.1% decline. Over the 2017-2020 period, exports decreased by 19%, with a compound annual growth rate of -6.8%.

From 2017 to 2020, Ukraine, Libya, and Georgia were the top buyers of concentrated milk and cream from CIS in value terms. Ukraine held a 4.6% share of exports, Libya 1.3%, and Georgia 1.1%, with their combined share reaching 7.0% of total export value.

Imports concentrated milk and cream to CIS

CIS imports of concentrated milk and cream showed significant fluctuations during the period. The lowest volume was recorded in 2018 at 19 671 tonnes, which marked a 70.4% decline. In 2019, imports surged by 169.9%, but then fell by 10.7% in 2020 to 47 413 tonnes. Imports peaked in 2017, with a 3.4-fold difference between the peak and the 2018 low.

From 2017 to 2020, Ukraine was the largest destination for CIS imports of concentrated milk and cream in kind, accounting for 4.8% of total import flows.

CIS imports of concentrated milk and cream in value terms have increased for the second consecutive year. In 2020, imports totalled 115.8 million US dollars, up 10.4% from 2019. The lowest value was recorded in 2018 at 92.0 million US dollars, which saw a 28.1% decline. In 2019, imports rose by 14.0%. Between 2017 and 2020, imports decreased by 9.5%, equivalent to an annualized rate of 3.3%.
