The concentrated milk and cream market in CIS countries grew from 521 thousand tons in 2018 to 556 thousand tons in 2019. This increase followed the introduction of new sales rules in 2019, which prohibited the use of dairy terms for substitute products, strengthening demand for genuine dairy items including concentrated milk.
Market volume declined over the next two years, falling to 515 thousand tons by 2021. This period coincided with the expansion of mandatory labeling to new product groups and upcoming amendments to the technical regulations, which introduced stricter composition rules for concentrated milk, temporarily increasing compliance costs for producers.
A recovery began in 2022, with the market reaching 549 thousand tons in 2023. This turnaround was supported by significant capital investments in production capacity, including the launch of a major equipment plant in the Moscow region in 2022 and a new project for producing concentrated skimmed milk in 2023, which broadened domestic manufacturing capabilities.
