Concurrent regulatory actions, such as Royal Decrees 374/2022 and 989/2022, further reinforced contractual transparency and supply-chain controls. These measures, coupled with a consistent rise in import volumes, enabled the market to reach its peak in 2022 before stabilizing in 2023.
