The introduction of the government's National Coffee Investment Program in 2018, a five-year plan backed by approximately $26.1 million, provided direct support to small producers and aimed to enhance output. This initiative helped drive production up to 24 841 tons in 2019, lifting the market volume to 23 688 tons. The following year, the COVID-19 pandemic dampened prices for conventional coffee, though specialty varieties found stronger footing in local cafés. Amid continued state funding, the overall market volume contracted to 22 220 tons in 2020.
The period from 2021 onward was shaped by global climatic shifts and evolving domestic demand. Worldwide extreme weather events, including frosts and droughts, altered coffee supply dynamics and by 2022 positioned Bolivia more favorably within the specialty coffee belt, attracting new entrants to the local specialty segment. Although production moderated to 23 239 tons that year, the influx of new players and sustained quality competitions, such as the Caranavi 2023 excellence tournament, reinforced market activity. By 2023, growing internal consumption—fueled by rising interest in specialty coffees and sustainable practices—pushed market volume back upward to 21 827 tons.
