Furthermore, regulatory changes in 2024 and 2025 tightened export rules for palm oil derivatives like POME, HAPOR, and used cooking oil via specific ministerial decrees, aiming to secure domestic raw material supply and support the B40 biodiesel program. These restrictions are designed to limit overseas shipments and could increase local availability of oilcake residues.

Concurrently, the market saw growing utilization of solid palm oil waste, such as palm kernel expeller (PKE), as an alternative animal feed, highlighting the evolving application of by-products. The downstream palm oil industry's development along oleofood, oleochemical, and bioenergy pathways also points to structural changes in the supply chain for oilcake and similar residues.
