From 2018 to 2022, the cocoa bean market volume in Indonesia declined from 978.8 thousand tons to 865.3 thousand tons. This contraction was primarily driven by falling domestic production, which dropped from 767.3 thousand tons to 650.6 thousand tons. Key factors behind the production decrease included aging cocoa trees, pest and disease outbreaks, conversion of plantation land, and low adoption of modern farming practices. To partially offset the supply shortfall, the government allowed imports of cocoa beans, which helped sustain the processing industry.
In 2023, the market volume rebounded to 894.3 thousand tons, while the market value surged to $2.7 billion. This recovery was supported by the government's long-standing downstreaming policy, which encouraged domestic processing and increased demand for beans. Additionally, continued imports and the effect of export duties on raw beans helped retain more supply within the country. The sharp rise in market value reflected higher global cocoa prices and increased valuation of processed cocoa products.
Looking ahead, the government has maintained an export duty of 5-10% on raw cocoa beans and is considering raising it further to 10-30% to ensure domestic supply for processors. Authorities are also planning institutional reforms, such as expanding the role of the BPDP to cover cocoa, and aim to boost the value of processed cocoa exports to $1.5 billion through downstreaming initiatives and geographical indication certifications.
